Using my resources

The website policy is on Using my resources. CODE-USE-TERMS.txt is the same code notice supplied with downloads, not an additional policy.

Dependencies keep their own licenses. In particular, distribution with FFTW or GSL must meet their applicable requirements; my permission does not replace those requirements. See FFTW and GSL.
